Our programme addresses climate change impacts and sustainable development in alignment with the National Development Strategy.

Climate Finance

Unlocking international climate finance to help tackle the impacts of climate change and promote inclusive and sustainable development pathways remains a challenge for Mozambique.

Enabel’s STEP (Study Fund and Preparation Facility for Energy Transition and Climate Resilience​) plays a crucial role in assisting Mozambican partners to unlock international climate finance. By providing long-term technical assistance and strategic advisory services, the Facility supports the mobilisation of finance for national priorities.

It also pilots innovative financial mechanisms like carbon credits and debt swaps, ensuring that the financial resources are effectively used to promote inclusive and sustainable development across the country.

Just energy transition

Enabel collaborates with Mozambique to facilitate a just energy transition, vital for the country’s sustainable development.

By supporting efforts to diversify the energy mix and promoting low-carbon solutions, Enabel helps ensure that all Mozambicans have access to cleaner, reliable, and affordable energy services.

The programme addresses the reliance on traditional biomass and aims to provide universal energy access, thereby contributing significantly to Mozambique’s climate-resilient future.

Sustainable access to drinking water

Enabel has been active in the water sector for almost ten years, providing innovative ideas and techniques to solve Mozambique’s water access and management difficulties and contributing to the introduction of new technologies to irrigation systems.

To do so, we build on the lessons learned of projects on access to drinkable water and in the solar powered irrigation sector, whilst introducing innovations linked to renewable energy, gender mainstreaming approaches and digitisation.

The activities not only reinforce institutional capacities and delivery of public services, but also improve people’s well-being and provide livelihoods and income.

Disaster Risk Reduction & Management

In response to the frequent climate disasters that impact Mozambique, Enabel supports national efforts to enhance disaster risk reduction and management.

Through the debt-for-climate swap and cooperation programme, Enabel aids the National Institute for Disaster Risk Reduction and Management, along with other stakeholders, to improve early warning systems and build resilience at all levels.

This approach helps communities better anticipate, prevent, and prepare for climate risks, ultimately reducing losses and damages from extreme weather events.

Waste Management & Circular Economy

Through the ValoRe project, the cooperation programme supports Mozambican municipalities in transitioning to sustainable waste management systems.

By strengthening the capacities of local actors, including municipalities, waste pickers, and neighbourhood associations, Enabel facilitates the creation of a network of ‘eco-points’ for collecting valuable recyclable materials.

This initiative aligns with national strategies to promote a circular economy, enhancing both environmental sustainability and economic opportunities for local communities.
