Conceptualisation of inequality and the ex-ante equality impact assessment tool

Tackling inequalities within and between countries (SDG 10) is an important global challenge.

In those attached papers, Enabel describes how it defines and understands inequality. We do not only focus on inequality of opportunities and outcomes, but we also give attention to inequality of process (unfair treatment and power privileges).

Inequality is essentially about people and is social. Economic inequality is part of it. We build on the human-rights based approach and the capability approach and advocate for a systemic approach. Inequality is man-made and changeable, but when left untouched, it tends to reproduce itself.

This understanding of inequality is also reflected in an ex-ante equality impact assessment tool that aims to mainstream the attention for inequality in any project to do no harm
