Description :

This public services contract concerns the comprehensive environmental assessment of a sample of 17 public schools in Gaza and the West Bank, including East Jerusalem, with the purpose of setting a baseline for the design of four new schools with higher environmental performances, inform the design standards of future schools and for the potential greening of existing school buildings.

The procurement contract consists of the following items:

• Item 1: The implementation of a detailed energy audit for each concerned public school building, combining theoretical calculations and on-site tests and measurements, and formulating proposals of improvement.
• Item 2: – The estimation of the carbon footprint of the different school buildings, covering their current use and the historic emissions embedded in the construction materials for their production as well as a calculation of the raw material resources (aggregates, iron ore, stone) consumed for the construction of the schools .
• Item 3: The implementation of a comprehensive water cycle audit including the freshwater consumption, pre-treatment, storage, grey and black waters post-treatment, measurement of degree of pollution at exit, potential current reuse and recycling, as well as the rainwater drainage and potential existing harvesting measures, and formulating proposals of improvement.
• Item 4: A solid waste audit, including an analysis of current practices, measurement of quantities and types of waste, potential current sorting and recycling practices, and formulating proposals of improvement.
•  Item 5: A climate change and environmental awareness assessment , using a Knowledge, Attitude and Practices survey, before and after the implementation of the audits and greening measures, and formulating proposals which may contribute to further reinforce awareness of users.

Description :

The scope of the consultancy of “Design and Works Supervision of Four Eco-Friendly Schools in Palestine” is to conceptualize and design four environmentally sustainable school buildings, simulate and assess their expected behaviour, their life-cycle environmental impact and running costs, support the procurement of their construction and supervise the implementation of the works until their final acceptance by the contracting authority, as well as, to obtain their environmental certification.

The outcome shall be the construction of the four most eco-friendly school buildings in Palestine to date, featuring highly replicable and locally adapted innovations in the field of energy efficiency, reduction of greenhouse gas emissions, reduction of water and of raw materials consumption, the promotion of local and sustainable materials, the protection of the local environment from any kind of pollution and the contribution to the regeneration of local biodiversity, while offering a safe, healthy, comfortable, accessible, inclusive and child-friendly conducive learning environment to their end-users and minimizing the maintenance needs, the running costs and surcost not paid back during the lifecycle of the building.

The contract has three (3) lots, each of which is indivisible. The tenderer may submit a tender for all lots. A tender for part of a lot is inadmissible. The lots are:

• Lot 1 – One school in Hebron (Bakri school)
• Lot 2 – Two schools in Gaza
• Lot 3 – One school in Al-Ezariyeh (Riyad Al-Aqsa Basic School)

• Installation, entailing the installation of the steel structure, solar panels, inverters, electrical boards, wirings, etc.
• Programming the inverters, testing, and commissioning
• Training of staff
• Follow-up after installation
